Due to the increasing tendency in the past years of the gradual shift from traditional intrabank 'paper' trading to the more advanced and accurate electronic trading, there has been spur in software development in this field. This change provided different types of trading platforms and tools intended for the use by banks, portfolio managers, retail brokers and retail traders.

One of the most important tools required to perform a forex transaction is the trading platform providing retail traders and brokers with accurate currency quotes.

History and New Developments

Since 1996, when retail forex trading was introduced, several brokers who lacked the sufficient tools developed their own trading platforms tailored specifically to their needs. These platforms were good enough at the time but required constant investments in R&D and its development cost too much. This was the first wave.
The second wave was in the early 2000s: several software companies entered the retail forex trading market by launching their own versions of trading platforms. Typically these versions were cumbersome for both front-end users (retail traders) and back-end users (retail brokers) due to the misunderstanding of the developers about the forex market and also because of the insufficient programming tools/languages at the time. Simultaneously most of the retail brokers kept using and developing their own systems as they waited for better platforms which were yet to be developed.
There are currently few to no brokers which were part of the first wave trading systems. By now most of the first wave brokers have either vanished, merged or progressed to the second wave trading platforms – the most common example of which is Metaquotes.
It is only in the last couple of years that the advanced trading platforms started to emerge. These platforms put much stronger emphasis on the user interface (GUI) making it more accessible to the retail traders while making trading on it very simple and intuitive. Moreover a very strong emphasis was put on the back-end which allowed the retail brokers better control over their operations, better reporting and accurate system and ways to manage marketing campaigns. Gradually this wave is replacing the previous second wave with a major shift now to the friendlier and more intuitive systems of the third wave which according to Aite Group are necessary in order to maintain growth.
Nowadays, banks have also jumped on the retail forex trading platform bandwagon and have started offering those services to individual traders and money mangers, expanding the forex trading appeal. DBFX and Citibank are some of the banks that are currently offering this service.

Bidding starts in Australia for expensive Flintoff

London: Former England Test all-rounder Andrew "Freddie" Flintoff`s declaration that he is keen to play in Australia is likely to spark a fierce inter-state bidding war for cricket`s freelance gun for hire.

In an expansive interview to a daily, Flintoff said: "I`m hoping to play more for Lancashire and in the Indian Premier League. Another ambition is to play in an Australian domestic tournament."

Flintoff has joined Australia`s Andrew Symonds in becoming a freelance short-game player when he rejected a second-tier contract from the England Cricket Board.

"We have made no secret of the fact that we are after Flintoff and we have already talked to him on several occasions," a SACA spokesman said.

Queensland Bulls coach Trevor Barsby said he would love to have Flintoff on deck but one sticking point could be the price he would demand.

It is believed Flintoff is seeking a two-year deal in Australia and he would be able to demand a base price of 120,000 dollars just for the Big Bash.

That payment could be topped up by Cricket Australia, which would be just as keen to see Flintoff playing in Australia.

Queensland Cricket boss Graeme Dixon confirmed the Bulls` interest in Flintoff but said they did not have a bottomless pit of cash.

Other states such as NSW, which has already shown its liking for big-name international stars after recruiting Kiwi Brendon McCullum last season, are also likely to join the race to secure Flintoff.

Flintoff has denied he has done anything wrong by snubbing the England cricket board`s contract offer.

"I`m comfortable in what I`ve done," he said.

The man they call Freddie is currently out of action after knee surgery but states are already lining up to secure his services as a Twenty20 player in the 2010-11 Big Bash competition.

India to host 29 WC matches; final in Mumbai

New Delhi: Mumbai has been formally announced as the host for the final match of 2011 World Cup while one semi-final match will be played at Mohali.

It has also been decided to award a quarter-final match to Ahmedabad while Kolkata will organise four World Cup matches including a game involving India.

In a statement released by BCCI, it stated that as many as 29 matches will take place in India while the remaining matches will be divided between Sri Lanka and Bangladesh.

The Local Organising Committee of the ICC CWC 2011 met in Mumbai today to finalise the venue-based distribution of matches.

The 29 matches that are to be played in India during the ICC CWC 2011 will be as follows:

Mumbai - Final + 2 games
Mohali - Semi Final + 2 games
Ahmedabad - Quarter Final + 2 games

Doordarshan turns 50, Soni invites Shyam Benegal

As Doordarshan turned 50 today, Information and Broadcasting Minister Ambika Soni lauded the national broadcaster for catering to remote areas neglected by private TV channels and invited eminent filmmakers like Shyam Benegal to enrich it with their creativity.

Speaking at a commemorative event marking 50 years of public television in India, Soni underlined her ministry's commitment to making Doordarshan (DD) "more vibrant and interesting while retaining its commitment for healthy entertainment suitable for family viewing".

DD started broadcasting in India on Sep 15, 1959 when Unesco gave the Indian government $20,000 and 180 Philips TV sets.

Soni sought suggestions from eminent filmmakers to rejuvenate the public broadcaster and invited stalwarts like Benegal, who directed the memorable "Bharat Ek Khoj" serial for Doordarshan, to contribute meaningfully to DD again.

Soni, who was participating in a conference organised by the Public Service Broadcasting Trust (PSBT), a Delhi-based NGO, also exhorted young filmmakers to take up the challenge of making relevant programmes for the marginalised strata of society.

Soni stressed that her ministry would continue to encourage creative skills "so long as they honour the sensibilities of all single television viewing families".

She reminded the audience comprising filmmakers and television personalities that DD is the only channel with the widest terrestrial reach which caters to remote and border areas that are often neglected by other channels due to their commercial interests.

Celebrity director Adoor Gopalakrishnan's new film "Oru Pennum Randaanum", funded by DD, was screened on the occasion.

The Film Division grants funds to PSBT, which makes documentary films for DD. At least four joint productions of Prasar Bharati and PSBT won accolades at the National Non-Feature Film Awards-2007.

India's swine flu toll goes up to 201

Eight deaths due to swine flu were reported today from various states, pushing up India's Influenza A (H1N1) toll to 201, health officials said here. Also, 229 fresh swine flu cases were reported in the country, taking the total number of people affected so far with the flu to 6,588. In Maharashtra, five patients died (3 in Pune and one each in Mumbai and Nagpur), while two deaths were reported in Delhi and one death in Gujarat (Surat).

In the national capital, the two deaths included a 26-year-old man who was admitted to a Delhi government hospital and died of respiratory failure on Saturday, officials said.

The city had reported 70 fresh cases of the H1N1 virus on Monday, of which 42 were children.

According to Delhi Health Minister Kiran Walia, the capital has seen 1,421 swine flu cases till date. Of these, 1,262 have been treated and discharged.

Swine flu claims 135 deaths so far!

With the death of 4 more people, India’s Swine Flu death toll have reached 135 mark this Monday.
147 new cases have also been reported with the count touching as high as 4885 for the total number of people affected by H1N1 virus.
Out of the recent 4 deaths, 2 death were from Goa, one death each was reported from Delhi and Karnataka. In New Delhi, 69-year-old Durga Prasad Sharma died due to the swine flu.
Sharma, who was on ventilator and undergoing dialysis had first gone to a private hospital before being shifted to the RML Hospital. ‘His x-ray report had confirmed pneumonia. He had tested positive for the virus,’ Chaturvedi said.
In Bangalore, a 29-year-old woman succumbed to H1N1 virus. She was 20 weeks into her pregnancy.

Pankaj Advani welcomed home

Pankaj Advani, the Indian who won the World Pro Billiards Championship title at Leeds in UK, returned to his hometown Bangalore today morning.
He was welcomed with open arms by his family members, friends and fans who garlanded the 24 year old young lad at the airport.
Pankaj beat nine-time winner Mike Russell in the finals to bring the winner’s trophy home. Advani scored 2030-1253. Advani is the second Indian to win this title, first being Geet Sethi to win the same.
Though Advani already has amateurs world billiards and Snooker Championships under his belt, this is the first Professional Billiards world title.
The new Pro Billiards Champion said, “I do not know what I am speaking right now, I do not know where my thoughts are. But at the moment I am just enjoying every minute of the victory. It is yet to sink in.”
He said, “The tournament has been really draining for me. I have really had to dig deep to win some of my matches. I am really tired at the moment and would appreciate if I can speak in detail tomorrow.”
He further said, “All I can say is that I am very happy and I am extremely excited because it is a huge milestone. It is great for the game of billiards and it is great for all the cuers in the country and I hope this adds inspirational value.”

Sehwag not interested in being captain

Virender Sehwag stated that he is not willing to be the captain of the Indian team.
Sehwag said, “I don’t want to be a captain, I have already told the selectors that. I have said a new player should be made vice-captain and be groomed to be a captain. I want to continue scoring runs and keep winning matches for the team,”.
The current captain and vice-captain is Dhoni and Yuvraj respectively.Sehwag, who plays for the Delhi DareDevils, also said he will be fully fit before the Champions League which starts from October 10. Sehwag considers Sourav as the best captain. “Sourav has been the best captain India has ever had,” he said.

Andhra Pradesh to release Krishna waters to Chennai from Sep 15

The Andhra Pradesh Government today decided to release Krishna waters to Chennai from September 15, besides meeting the drinking water needs of the twin cities of Hyderabad and Secunderabad and other cities, towns and villages along the river Krishna in the State.

Addressing a press conference here, Major Irrigation Minister P Lakshmaiah, after attending a high-level review meeting chaired by Chief Minister K Rosaiah, said as per the agreement with neighbouring Tamil Nadu, Andhra Pradesh would have to provide five TMC Krishna waters, while Karnataka and Maharashtra would have to provide an equal quantity of water to meet the drinking water needs of Chennai.The Minister said Krishna waters would be released to Tamil Nadu in two to three spells from next Tuesday. Krishna waters would also be released for filling up tanks in the districts of Nalgonda, Krishna, Guntur and Khammam to meet drinking water needs.He said the State had a combined storage of 310 tmc ft in Srisailam and Nagarjunasagar now and water release for Zone 1 of Nagarjunasagar Right bank canal and zones 1 and 2 of the left bank canal would be decided by the Irrigation Advisory Board soon.

Friday termed the agitation as illegal and secured a restraint order from Bombay High Court against any strike. "The Bombay High Court has passed an order restraining any kind of strike," Jet CEO Wolfgang Prock-Schauer said on phone and added that all possible efforts were being taken to save passengers from inconvenience and restore normalcy. As many as 156 domestic and 32 international flights were cancelled by 1400 hrs, he said, adding that the airline operates a total of 380 flights a day including 80 overseas. "We were assured by the National Aviators Guild last night that there would be no strike and we went by this assurance. But, we were shocked by the mass sick leave by about 360 pilots... it is nothing but a simulated strike," he said. The Jet pilots have been protesting the sacking of two of their colleagues by the management for reportedly joining the guild. Asked what action the management would take against the striking pilots and if the two sacked pilots could be reinstated, Prock-Shauer said: "The matter is on in the Labour Commission and we would not like to comment."

Actor Roja quits Telugu Desam Party

The women’s wing president of the Telugu Desam Party (TDP) and yesteryear heroine of Telugu films, R. K. Roja, on Monday quit the party severing a 10-year association.
In a letter faxed to the TDP headquarters, Ms. Roja expressed her gratitude for having provided her an opportunity to serve the party for 10 years. At the same time, she lamented the ‘injustice’ meted out to her in the allocation of party tickets in the 2004 and 2009 Assembly elections much against her preferences. “Despite knowing everything, party president N. Chandrababu Naidu failed to do any justice to me,” she regretted.
Ms. Roja felt that no justice would be done to people like her, who toiled sincerely for the party, even in future. “I never ever imagined that I will have to quit the TDP one day. But, given the circumstances, I am forced to leave the party,” she added.
It may be recalled that Ms. Roja met former Chief Minister, Y. S. Rajasekhara Reddy, a couple of days before he died in a tragic helicopter crash. It was widely believed that Ms. Roja was all set to join the ruling Congress but now a question mark hangs over her political future.

The Government of Andhra Pradesh passed a scheme to provide free Legal Aid to the poor in the year 1964. Under the said scheme Legal Aid could be granted to a person whose annual income did not exceed Rs. 1500 and if he was living in Hyderabad of Secunderabad Chart following Legal Aid Rules/ Schemes Prevailing in State and Union Territories. Then the maximum limit of annual Income was Rs. 2000. But comprehensive Legal Aid rules for bewildered and downtrodden masses of the society were framed in 1979. These rules are known as Andhra Pradesh State Legal Aid an d Advice to the Poor Rules, 1979. A special provision has also been made for providing legal assistance to Jawans. Three tests, viz…, Means Test, Prima-facie case Test and Purpose Test have been laid down for eligibility of a person willing to get Legal Aid. Annual Report about the legal activities in the State is required to be submitted before the State Legislature. Though the Legal Aid rules were framed in the year 1979 but the real work was started only during the later half of the year 1985. In the financial year 1980 – 81 Rs. 2, 22,975 were sanctioned by the Government of Andhra Pradesh for first time for State Legal Aid Board. First Lok Adalat was inaugurated on 15-12-1985. So for 26,413 cases have been settled by Lok Adalat in Andhra Pradesh. The Andhra Pradesh State Legal Aid and Advice Board has got published a small publication in Telugu “Chattalu – Mana- Hukulu” (Statute and Our Right), comprising the gist of certain important State and Central Enactments about the Right of the weaker section of the people.

In spite of Congress High Command's directive for restraint, there was no let up in the open campaign by followers of Y S Jaganmohan Reddy to make him as chief minister on Sunday when he broke his silence leaving the issue to the party leadership.
At the same time, the son of late chief minister Y S Rajasekhara Reddy gave ample hints that he was in the race for succession even as his reluctant followers were persuaded to join interim chief minister K Rosaiah's Cabinet in which all the 34 ministers of the YSR team were sworn in.
The swearing-in, which ended confusion over whether the YSR Cabinet needed to take fresh oath as required under the Constitution, saw all the loyalists of the late chief minister take the oath after the intervention of Congress observer Digvijay Singh.
Jaganmohan, who was not present at the condolence meeting organised by PCC in state Congress headquarters, issued a four-page statement asking his supporters to stop their campaign for making him the chief minister and said thedecision should be left to the high command.
In a veiled indication that he was not ruling himself out of the succession race, the 37-year-old first time MP saidparty chief Sonia Gandhi respects public perception and feelings of lakhs of Congress Party workers.
Gandhi, he said, will take a decision in such a way that his father's ideals, mission and zeal would not be compromised.

Still recovering from the shock of the death of Chief Minister YS Rajasekhara Reddy in a helicopter crash, Andhra Pradesh is limping back to normalcy. After remaining shut for two days, schools, colleges, offices, shops and business establishments re-opened on Saturday while public transport returned to the roads.
However, life is yet to fully return to normal, especially in YSR's native district Kadapa and other parts of Rayalaseema. His millions of supporters are still mourning the loss.
Over 100 people have died of shock or committed suicide since Thursday when the body of their beloved leader was found in the dense Nallamalla forests of southern Andhra Pradesh forests along with that of four others.
A day after the burial of YSR in his family estate in Kadapa district, the mood across the Andhra Pradesh remains sombre as the seven-day state mourning is on. Ruling Congress party leaders are holding condolence meetings in almost every town and village to pay tributes to the man who ruled their hearts for over five years as the chief minister.
In state capital Hyderabad and other major towns, educational institutions re-opened after two days. Buses of state-owned Road Transport Corporation, taxis and auto rickshaws returned to the roads.
Government offices, banks, petrol pumps, shops and other business establishments re-opened too.
YSR, his special secretary, chief security officer and two pilots were killed when the helicopter carrying them from Hyderabad to Chittoor crashed in bad weather in Nallamalla forests in Kurnool district on Wednesday morning. The charred bodies and the wreckage of the chopper were found the next day after one of the biggest search operations by Indian Air Force helicopters.

The thesis presented herein under the title “ Legal Aid and State Obligation in Criminal Justice” deals with the Legal Assistance given to the down-trodden persons, who are unable to engage counsels for defending them in both civil as well as criminal cases. Poverty is the mother of many evils. Today one of greatest evil rampant in society is that the poor do not have easy access to the Courts and remain deprived of Justice. The present costly adversarial form of administration of Justice is not quite suitable to the present condition of our Indian society. To majority of the people who are living below the poverty line, Justice has become a costly luxury. Legal provisions and procedures are also very complicated and cumbersome. In these circumstances the down trodden and the vulnerable masses of our society hardly have an easy access to the Court of Law, When paramount duty to provide free Legal Aid to those who fail to get Justice due to poverty. It is heartening to note that after Independence, the Government of India as well as State Government has made vigorous efforts to provide Legal Aid to needy persons and have launched a nationwide Legal Aid programmed. A new Article 39-A has been added in the Constitution of India by Forty second Amendment as one of the Directive Principles of State Policy which directs the State to ensure that opportunities for securing Justice are not denied to any Citizen by reason of economic or other disabilities and should provide free Legal Aid by suitable Legislation or Schemes. The provisions of the Code of Criminal Procedure and the Code of Civil Procedure have also been amended for providing Legal Aid in Criminal and Civil Cases. Growing realization and active participation by the Judiciary, Legal Profession, Law Schools, Social Workers etc., have given a further impetus to Legal Aid movement in India Dr. S.S. Sharma has done study on the Subject of Legal Aid, which is one of the most burning need our nation today. The right to Equality, Liberty and Justice became the prime concern of the political and legal writers. The State continued to adhere to the policy of Laissez Fair so far as economic activities with in the State were concerned. State was supported to interfere in all spheres, social, economic, education, health etc., for the welfare of the general public. It was also realized that the special protection or aid of the State should be providing to those persons who are unable to protect their interest. State being a welfare organ of society, it is a primary duty of State to provide for an atmospheres in which every man gets an opportunity for the development of his faculties. It should endeavor to ensure Justice and happiness for all by regulating the dealing of Citizen with one Another, by checking disorder and high-handedness of one class of people over others, and by maintaining all those rights which are Fundamental to the existence and enlistment of common man. To protect the weak against the strong is the modern interpretation of the maintenance of order and consequently, it is an essential function of the State. It means that the policies of the Government should be so determined and it’s Laws so formulated that equal opportunity is provided to all to grow and expand and no one is denied his basic necessities. To express it in the words of President Roosevelt the State should strive to establish a social order which should ensure “freedom from wants” and “freedom from fear” for all. These for welfare functions and a Government, which claims to be responsive to the needs of the people, cannot afford to ignore them. But the most important function of the Welfare State is the creation of conditions, which assure social Justice by removing social inequalities created by capitalism. Poverty has been a problem in all times. This problem did not become less acute with the advancement of civilization. Hence there is a great responsibility on the shoulder of socialistic State of assure social Justice to the poor masses of the society. The eradication and control of poverty is essentially the function of modern Welfare State. But the present system of administration of Justice is not favourable to the down trodden and vulnerable masses of the community. It suffers from various defects more specifically those of delay and expense. People are priced out of Judicial system not only be reason of its expensiveness but also because of the nature and the condition of the Legal and Judicial process. Judicial process has become cumbersome, pleadings in it have become formal and there by Law it self has become alien to the majority of Civil Population. Judicial proceedings are so complicated that the poor people can hardly understand them. They sit in Court as helpless spectators in their own cases. They are completely mystified by the ceremonious formalities of Court Proceedings and this to a large extent alienates them from Law, the Legal system and judicial process. Thus, the Court are being used mostly for the purpose of vindication the rights of the wealthy and affluent section because they alone process the golden key to unlock the doors of Justice, while the rights of the poor go unprotected. There is a constitutional prescription of Justice: social, political and right to equality, yet one can hardly expect equal Justice under present Legal system unless and until at provides additional support to weaker persons. The Courts are temples of Justice but they are rather like Five Star Hotels and one can hardly hope to have an access to them without having ample money in the pocket and the reservoir of spare time for completing unwanted judicial formalities. The Legal Aid is very essential for the survival of healthy democracy, which is founded on the equality, dignity and worth of man as alive and valuable component of society. As such the brotherhood of man is the solid bases of a democratic society riddled with social and economic inequalities are undemocratic. Democratic today has become a social democracy. Which aims at the welfare of all its classes, for want of appropriate system of administration of Justice, social Justice is not available to all; we cannot keep our political democracy on the path of social progress and economic development. If we have people living with immense wealth as well as those living in abject poverty then our society becomes full of contradictions and disparities, if democracy is more than a form of Government, and it is a way of life recognizing the dignity and both of individual human being as well as a way of realization of man’s responsibility towards society we can ill-afford to tolerate unjust conditions of social and individual life. The rule of Law, without Legal Aid is nothing but a Pseudo slogan and a juristic myth. Equal access to Justice for the rich and the poor alike must be seen as an essential part of the maintenance of the rule of Law. The concept of Legal Aid is the very sprite of equality and its movement is dedicated to the principle of equal Justice to the poor. Equal Justice of fair treatment within the purview of judicial process implies an easy access to Courts and other Governmental agencies on the basis of equality. Equality Justice requires a systematic approach in response to the prevailing inequalities and injustice existing in our society. Legal Aid is a vital limb of our Constitution and becomes for the reason, an interpretative doctrine reflecting the desired fulfillment of the basic objectives of equality. Equal Justice is corrective of inequalities, which create social imbalance without which Justice in society cannot be established in truth. If a large a section of society is prevented from exercising its legal power for protection of their rights and security if an honorable existence, there can be either equality not Justice in such society. Legal Aid in modern legal political and social theory is organically related to the urge for social Justice. This idea dawned upon human consciousness after the French revolution and the declaration of the liberty, equality and fraternity as the guiding principle of social and political life. The term social Justice is comprehensive of social, economical and political facets of life and its aim is to remove imbalances prevailing in the society amongst people particularly in social and economical spheres, and to ensure a reasonably equal and conductive situation for all round development of all people, social Justice represents then a great humanistic aspiration in the world which is fully of oppression, inequality and antagonism. Legal Aid provides equal opportunities in the administration of Justice and to some extent removes social inequalities. In this way Legal Aid has become an important limb of social Justice. Similarly one of the Principles of Natural Justice i.e. audialteriem partem in absence of Legal Aid may become a mere formality or procedural requirement and can be used as a subtle device to hoodwink Justice. The truth of the dicta that no one shall be condemned unheard is depended upon adequate and proper legal representation to ensure proper hearing. The opportunity of being heard is not available to a large section of society on account of poverty. The right of being heard without a provision of vocal chord of Legal Aid is sheer formality and an illusion devoid of reality. The concept of Legal Aid should not be considered as extraneous and foreign to our legal system but as an essential part of it, it is neither a charitable sentiment nor an idle dream or a utopian project. It is an organic and real function of the administration of Justice. It is an effective mode of imparting social Justice, which means real Justice in society. Legal Aid movement has become a social movement and its ultimate aim is to establish social righteousness by mitigating and ameliorating legal incapacities and hardships of weaker sections of the society. It is to be treated as a part of a programmed to secure social Justice to the poor. It is also an indispensable part of equipment of streamlining and removing the defects of the working of present legal system. Therefore, the scope of Legal Aid cannot be circumscribed to the limited skirmishes of exemption of Court fee, process fee or making provision for providing counsel or legal assistance in Court but will lead ultimately to a comprehensive and complete socialization of legal process and conversion of legal doctrine into a welfare scheme to uplift the poor.
